Battery life drops by half?

Did Apple not up "up to x hours of battery life" in their specs like Nokia, Dell, Motorola etc. do for cell phones and laptops?

If they did and that "up to" isn't good enough, then where do I sign up to get free stuff from those vendors for the fact my cell phones always get down to half their original battery life in about 18 months, and my laptops in 2-3 years?
